English Councils Intend to Sell Off Community Hubs and Leisure Facilities to Balance Books

Based on a recent poll of local authorities, UK councils are planning to offload social clubs, athletic facilities, and retail spaces as they bet on a rapid disposal of properties to stabilize finances.

Growing Financial Challenges Prompt Asset Sales

The Key Cities Group representing major urban areas in England reported that six out of ten of councils are intending to dispose of properties to meet the escalating costs of adult and children’s social care.

Local governments have in the past faced criticism for selling public land and land to support their finances, but they argue they must continue to raise vital cash from asset sales or declare themselves bankrupt.

The group noted that a high proportion of councils seeking to generate funds from a quick sale of assets marked “a clear change from 2024, when the largest share (60%) of municipal officials said they would focus on service redesigns and utilising financial reserves to weather growing financial challenges.”

Detailed Examples of Planned Sales

One local authority in Kent announced its asset disposal plan included the disposal of a retail complex in Rainham and a community venue in another town to raise £20m over five years.

  • A local golf course and business parks held in Worcestershire and Suffolk, which all generate rent for Medway council, will additionally be disposed of under the plan.

Local Levy Rises and Broader Fiscal Strains

This research of councils in the coalition, which includes Sunderland, Southampton, Gloucester and Salford, also found that over seven in ten of councils will have to raise council taxes next April to cover the growing cost of essential services, increased rates of homelessness, and a longstanding accommodation deficit.

The authority explained it will proceed with property disposals after steep rises in the cost of youth support, support for vulnerable learners, adult social care, and temporary accommodation.

“We are adopting innovative approaches but certain measures require time to achieve both better provisions and financial savings,” said Vince Maple.

He added: “We face population challenges which will persist to add to the pressures we have. As a unitary authority, we had a drastic reduction in our central funding from over the past decade, which is extremely difficult.”

National Trends and Forecasts

A survey of county councils this week also found local finances being stretched by the growing number of young people and older individuals requiring Send support.

The County Councils Network said that local shortfalls will reach £4.4bn a year by the end of the decade, as they struggle to cope with increased demand.

Government officials have put off planned reforms to the special educational needs framework until next year after a white paper outlining those changes was recently delayed.

Deprivation and Financial Gaps

Based on the latest indices of deprivation (the Index of Multiple Deprivation) covering English councils, many participating urban areas were included in the most deprived in England.

  • “Participating urban centers like Hull, Bradford, Stoke-on-Trent, Sunderland and Wolverhampton place in the most deprived 30 across the country under the latest deprivation indices,” noted the report.

“Although only one key city is in the top 10 for disadvantaged communities countrywide, cities are much more prone to be in the worst-off 20% of the nation. The data underscores the extent of difficulties confronting local leaders across major urban centers in the next twelve months,” the analysis added.

“Council officials have been clear about the need for a fair and sustainable financial structure that reflects and addresses the actual extent of deprivation and demand,” said a council leader.

“Without this, local authorities will persist to face difficult decisions around which vital provisions to fund, and which to reduce, to the detriment of their communities.”

One in five of councils have cut or compromised care services in the last year, the survey found.
